
Within each police force, and between forces, communications between senior officers and dispersed specialist teams (e.g. Firearms Teams or Basic Command Unit officers) who are constantly on the move is often difficult. Similar communication challenges are faced with Neighbourhood Policing – a key area of the Government’s Police Reform Programme. As Government drives for Neighbourhood Teams to be more visible and more locally accountable the pressures upon officers, and the demands upon the supporting voice communication infrastructure also increases.
Furthermore, as a lead agency in any major incident, and as a Category 1 Responder, each force needs to continue to operate in the event of an incident - as laid down in the Civil Contingencies Act (2004). In many circumstances the voice infrastructure deployed by forces and the often reliance upon the use of mobile phones does not enable the public to experience the same familiar day to day service in an emergency.
